GC-UA appealed to KRAIL regarding the decision to approve the Description of the player's identification card

GC-UA addressed a letter to KRAIL regarding the decision on approval of the Description of the player's identification card dated 30.08.2021 №522 (hereinafter - the Decision), which is to come into force on 01.10.2021.

GC-UA categorically does not support the relevant Decision, as in the event of its entry into force it may complicate the operation of land-based gambling establishments.

The reason for this is too strict requirements for the player's card (materials, degrees of protection, etc.), the gambling operator will not be able to produce such cards in gambling establishments or such production will take a long time. Operators are deprived of the possibility of prompt registration of players or replacement of cards for regular customers (in case of loss of the previous one). After all, it takes time and actually stops the activity of gambling establishments.

The requirements of the Cabinet of Ministers of Ukraine dated December 27, 2018 №1137 "On approval of the sample and technical description of the form of service certificate with contactless electronic media" were used as the basis for the requirements for the player card.

However, since the identification card and the form of the official card of officials and employees of executive bodies are different things, and have different scope, such an analogy cannot be applied.

GC-UA considers that such a Decision contradicts the Law of Ukraine “On State Regulation of Activities Concerning the Organization and Conduct of Gambling” and should be finalized or repealed.

“We demand changes or cancellations. After all, it significantly complicates the work of gambling operators, which is a negative aspect for the development of the industry, ”said GC-UA Executive Director Yulia Makarova.
